Retiring
Permanent Secretary for Housing, Planning and Lands, Leung Chin- man,
will be investigated after an Audit Commission report revealed Wednesday
that in 2001, when he was the Director of Buildings, a developer was
permitted to nearly double the size of a residential project in Sai
Wan Ho for a sliver of additional land premium.

The
new government headquarters at Tamar will be between 26 and 32-storeys
high, significantly lower than originally planned, to preserve views
of the harbour and ridgeline.
