1. Construction companies fined for mosquito breeding Hong
Kong Government, 2 January 2003 Two
construction companies were fined for mosquito breeding in their construction
sites at the Tsuen Wan Magistracy today (January 2). One
of the companies, Fong On Construction and Engineering Company Limited, was fined
$10,000. It was prosecuted for mosquito breeding following an inspection by the
Food and Environmental Hygiene Department (FEHD) to a construction site under
its management at KCTL 480, 100 Kwai Luen Road, Kwai Chung on September 23 last
year. The other
company, China State Construction Engineering Corporation, was fined $3,500 for
a summons issued on September 24 last year for mosquito breeding in a construction
site at Phase II, Tsing Yi Area 10. Under
Section 27(3) of Public Health and Municipal Services Ordinance, an appointed
contractor of a construction site shall be guilty of an offence if larvae or pupae
of mosquitoes are found in any accumulation of water in the site. The maximum
fine under this law is $25,000 with a daily fine of $450. A
spokesman for the FEHD said that the department would conduct regular inspections
to construction sites to prevent the outbreak of Dengue Fever. Prosecution will
be taken out against site management at once for mosquito breeding. He
called on the public to report mosquito problems through the department's hotline
