The Chief
Executive in Council has approved the draft Pak Shek Kok (East)
Outline Zoning Plan (OZP).
"The
approved OZP provides a statutory land use planning framework to
guide the development and redevelopment within the Pak Shek Kok
(East) area," a spokesman for the Town Planning Board said
today (January 13).
The Planning
Scheme Area of the Pak Shek Kok (East) OZP, covering about 71.9
hectares of land, is located along the waterfront of Tolo Highway
and to the north of Ma Liu Shui. It is bounded by Tolo Highway and
the Kowloon-Canton Railway to its south-west and Tolo Harbour to
its north-east.
Three
sites of about 22.4 hectares in total are zoned "Other Specified
Uses" and designated for the Science Park, sewage pumping station
uses and a pier. The Science Park is planned to provide accommodation
to attract new technology-based firms and activities to Hong Kong
and to stimulate the growth of locally-owned, technologically advanced
businesses.
The proposed
residential developments in the area, about 9.4 hectares, are zoned
"Residential (Group B)" with four sub-areas for medium-density
private residential developments. In view of the environmental and
infrastructural constraints, as well as to ensure compatibility
with the surrounding areas, developments within each sub-zone are
subject to specific plot ratio and height restrictions.
Six sites
totalling about three hectares are zoned "Government, Institution
or Community" (GIC) in the area, including the existing Marine
Science Laboratory of the Chinese University of Hong Kong, a refuse
collection point and an electricity substation. Planned facilities
include a primary school, a fire station cum ambulance depot and
a fire tug pier in the northern part of the area. Local GIC facilities
will also be provided in the residential and Science Park developments
when detailed planning for the area proceeds.
A site
of about 9.5 hectares in the central part of the area is zoned "Recreation"
for recreational developments for the general public. The definite
use on this zone will be subject to further study.
About
13.7 hectares of land in the area is zoned "Open Space"
which is intended primarily for the provision of outdoor open-air
public space for active and/or passive recreational uses serving
the needs of local residents as well as the general public. The
open spaces consist of a waterfront promenade together with a cycle
track.
The approved
Pak Shek Kok (East) OZP No. S/PSK/9 is now available for public
inspection during normal office hours at the Secretariat of the
Town Planning Board, the Planning Enquiry Counters of Planning Department,
the Tai Po and North District Planning Office, relevant District
Offices and Rural Committees.
Copies of the approved plan are available for sale at the Map Publications
Centres in North Point and Yau Ma Tei. The electronic version of

2. Draft Peng Chau Outline Zoning Plan amended

The Town
Planning Board today (January 13) announced amendments to the draft
Peng Chau Outline Zoning Plan (OZP).
The amendments
mainly include the deletion of a school site at Peng Chau North
as the reserved school site is no longer required to serve the area.
The draft
Peng Chau OZP No. S/I-PC/7, incorporating the amendments, is now
available for public inspection during normal office hours until
February 3, 2006 at the following locations:
* Secretariat
of the Town Planning Board, 15/F, North Point Government Offices,
333 Java Road, North Point;
* Planning
Enquiry Counter, 17/F, North Point Government Offices;
* Planning
Enquiry Counter, 14/F, Sha Tin Government Offices, 1 Sheung Wo Che

* Lantau
and Islands District Planning Office, 15/F, Sha Tin Government Offices;
* Islands
District Office, 20/F, Harbour Building, 38 Pier Road, Central;

* Peng
Chau Rural Committee, 1 Yuen Ling Tsai, Peng Chau.
Anyone
affected by the amendments may submit a written objection to the
Secretary of the Town Planning Board before February 3, 2006.

3. Draft Tung Chung Town Centre Area Outline Zoning Plan approved

The Chief
Executive in Council approved the draft Tung Chung Town Centre Area
Outline Zoning Plan (OZP).
"The
approved OZP provides a statutory land use planning framework to
guide the development and redevelopment in the Tung Chung Town Centre
area," a spokesman for the Town Planning Board said today (January
13).
The Planning
Scheme Area of the OZP, covering about 252 hectares, is located
on the north shore of Lantau Island and southeast of Hong Kong International
Airport at Chek Lap Kok.
About
22.9 hectares is zoned "Comprehensive Development Area"
(CDA) to facilitate comprehensive developments in conjunction with
the construction of the Airport Express and the Mass Transit Railway
(MTR) Tung Chung Line.
A total
of 36 hectares is zoned "Residential (Group A)" (R(A))
for high-density housing developments. The "Village Type Development"
zone, taking about 5.4 hectares, covers Shan Ha Village and its
expansion area, and the village resite area at Pa Mei North.
A site
in close proximity to the Tung Chung MTR station and another adjacent
to the proposed pier at the waterfront are zoned "Commercial".
The two sites, occupying a total area of about 2.2 hectares, will
provide land for office, retail and other commercial developments
to serve the Town Centre.
About
17.7 hectares of land is zoned "Government, Institution or
Community" (GIC) to provide a wide range of facilities to serve
the local residents and the wider district. GIC uses not requiring
free-standing sites such as nursery and kindergarten will also be
provided within the public housing estates and the large private
residential developments within the CDA and R(A) zones.
About
55.8 hectares of land has been zoned "Open Space" to allow
for active and passive recreational uses. Additional local open
spaces will be provided within the public housing estates and the
CDA and R(A) sites for the enjoyment of the local residents.
To facilitate
the implementation of the proposed Tung Chung Cable Car Project
and related commercial development, a site of about 0.6 hectare
at the Town Centre is zoned "Other Specified Uses" (OU)
annotated "Cable Car Terminal and Related Commercial Development".
Other
uses, including the railway ventilation and other plants associated
with the Tung Chung MTR station, a sewage pumping station, ferry
pier, petrol filling stations and traction station-cum-portal, are
also zoned OU with specified annotations. They cover a total area
of 2.1 hectares.
The foothills
on the southern fringe of the area, covering about 47.1 hectares,
are zoned "Green Belt" to preserve the natural environment
and provide passive recreational outlets.
The approved
Tung Chung Town Centre Area OZP No. S/I-TCTC/14 is now available
for public inspection during normal office hours at the Secretariat
of the Town Planning Board, the Planning Enquiry Counters in North
Point and Sha Tin,the Lantau & Islands District Planning Office,
the Islands District Office and its Mui Wo Sub-office and Tung Chung
Sub-office and the Tung Chung Rural Committee.

of the approved OZP are available for sale at Map Publications Centres
in North Point and Yau Ma Tei. The electronic version of the plan

4. Draft Lamma Island Outline Zoning Plan amended

The Town
Planning Board today (January 13) announced amendment to the draft
Lamma Island Outline Zoning Plan (OZP).
The amendment
involves the rezoning of an area at Tai Wan To, Lamma Island, from
"Government, Institution or Community (3)" to "Green
Belt".
The draft
Lamma Island OZP No. S/I-LI/7 incorporating the amendment is now
available for public inspection during normal office hours at the
Secretariat of the Town Planning Board, the Planning Enquiry Counters
in North Point and Sha Tin, the Lantau and Islands District Planning
Office, the Islands District Office and the Lamma (North) Rural
Committee.
Anyone
affected by the amendment may submit a written objection to the
Secretary of the Town Planning Board on or before February 3, 2006.

5. Approved Fanling/Sheung Shui Outline Zoning Plan referred back
for amendment
Hong Kong Government, 13 January 2006
The Town
Planning Board announced today (January 13) that the Chief Executive
in Council had referred the approved Fanling/Sheung Shui Outline
Zoning Plan (OZP) to the Town Planning Board for amendment.
Amendments
to the approved OZP are necessary to reflect the latest planning
proposals in the Fanling/Sheung Shui area.
The OZP
incorporating the amendments will be exhibited for public inspection
under the provisions of the Town Planning Ordinance.
The
OZP was last approved by the Chief Executive in Council on October
5, 2004. |
