1 Draft South West Kowloon Outline Zoning Plan amended

The Town Planning Board today (January 25) announced amendments to the draft South West Kowloon Outline Zoning Plan (OZP).
The amendments mainly involve rezoning of a strip of land to the north of Lai Hong Street from an area shown as ‘Road’ to “Open Space” and “Government, Institution or Community” (“G/IC”), and another strip of land to the south of Lai Hong Street from “G/IC” to an area shown as ‘Road’, and revision to the Notes of the “Industrial” zone by amending the ‘Concrete Batching Plant’ use under Column 2 to ‘Asphalt Plant/Concrete Batching Plant’ use.
The draft South West Kowloon OZP No. S/K20/20, incorporating the amendments, is now available for public inspection during normal office hours at the secretariat of the Town Planning Board, the Planning Enquiry Counters in North Point and Sha Tin, the Tsuen Wan and West Kowloon District Planning Office, the Sham Shui Po District Office and the Yau Tsim Mong District Office.
Any person affected by the amendments can submit a written statement of objection to the secretary of the Town Planning Board by February 15, 2008.

2 Approved Ha Tsuen Outline Zoning Plan amended

The Town Planning Board (the Board) today (January 25) announced amendments to the approved Ha Tsuen Outline Zoning Plan (OZP).
The main amendments involve zoning amendments of areas on both sides of San Wai Road from “Recreation” (“REC”) and “Residential (Group D)” (“R(D)”) to “Open Storage” (“OS”) and “Open Storage (Group 1)” (“OS(1)”) to reflect the existing open storage uses.
To minimise the environmental impact associated with the aforesaid zoning amendments, areas adjoining Sik Kong Wai, Ha Tsuen Shi and San Uk Tsuen are rezoned from “REC” and “R(D)” to “Green Belt” (“GB”) to provide an environmental buffer to the said villages.
In addition, areas underneath and on both sides of the Kong Sham Western Highway and the undisturbed portion of the Tseung Kong Wai Archaeological Site are rezoned from “REC” to “GB” to reflect their relatively rural and green character and archaeological significance respectively.
The Notes of the “OS” zone have also been revised to incorporate the more restrictive “OS(1)” subzone. The Chinese version of the Notes for the “R(D)” zone is also rectified to tally better with that of the English version, and add “Asphalt Plant” as a Column 2 use under the “OS” zone to reflect the board’s earlier decision.
The draft Ha Tsuen OZP No. S/YL-HT/9, incorporating the above amendments, is now available for public inspection during office hours at the secretariat of the board, the Planning Enquiry Counters in North Point and Sha Tin, the Tuen Mun and Yuen Long District Planning Office, the Yuen Long District Office and the Ha Tsuen and Ping Shan Rural Committees.
Any person can make representation in respect of the amendments in writing to the secretary of the board on or before March 25, 2008. Representations made to the board will be available for public inspection.

3 Draft Sham Chung Development Permission Area Plan approved

The Chief Executive in Council has approved the draft Sham Chung Development Permission Area (DPA) Plan.
“The approved DPA Plan provides a statutory land use planning framework to guide the development and redevelopment within the Sham Chung area,” a spokesman for the Town Planning Board said today (January 25).
The approved Sham Chung DPA Plan covers a total area of about 32 hectares. It is bounded by the Sai Kung West Country Park in the south, east and north. To its west is Sham Chung Wan which is part of Three Fathoms Cove. The area is rich in natural landscape and ecological features worthy of conservation.
The general planning intention of the area is to conserve the areas of high ecological significance, to protect the rural character as well as to maintain the unique landscape and cultural heritage of the area. It is also intended to reserve land for Small House development by indigenous villagers.
A total of about 2.6 hectares of land is zoned “Village Type Development” (“V”) to cover the recognized Sham Chung Village and land suitable for village expansion.
About 8.3 hectares of low-lying flat land in the middle of the area is zoned “Agriculture” (“AGR”) to retain fallow arable land for cultivation and other agricultural purposes and to protect the rural character.
To define the limit of development areas by natural features as well as to provide passive recreational outlets, about 2.7 hectares of land is zoned “Green Belt” (“GB”) at the northern, eastern and south-western parts of the area.
About 16.1 hectares of land is zoned “Conservation Area” (“CA”) at the northern, eastern and southern end of the area to protect and retain the existing natural landscape, ecological or topographical features of the area for conservation, educational and research purposes, and to separate sensitive natural environment such as Country Park from the adverse effects of development.
The remaining 2.6 hectares of land at the western end of the area is zoned “Coastal Protection Area” (“CPA”) to protect and retain the coastlines and the sensitive coastal environment which contains three species of mangroves.
The approved Sham Chung DPA Plan No. DPA/NE-SC/3 is now available for public inspection during normal office hours at the Secretariat of the Board, the Planning Enquiry Counters of the Planning Department, the Sha Tin, Tai Po and North District Planning Offices, the Tai Po District Office and the Sai Kung North Rural Committee.

4 Approved Shek Kip Mei and Hung Hom Outline Zoning Plans referred for amendment

The Town Planning Board announced today (January 25) that the Chief Executive in Council has referred the approved Shek Kip Mei Outline Zoning Plan (OZP) and the approved Hung Hom OZP to the Town Planning Board for amendment.
Amendments to the approved OZPs are necessary to reflect the latest planning and land use proposals in the areas of Shek Kip Mei and Hung Hom.
The OZPs incorporating the amendments will be exhibited for public inspection under the provisions of the Town Planning Ordinance.
The Shek Kip Mei OZP and the Hung Hom OZP were last approved by the Chief Executive in Council in December, 2006, and November, 2007, respectively.
5 Draft Ting Kok Outline Zoning Plan amended

The Town Planning Board today (January 25) announced amendments to the draft Ting Kok Outline Zoning Plan (OZP).
The amendments mainly involve an extension of the planning scheme area boundary for the proposed Lung Mei Beach to the south of Ting Kok Road and the associated zoning designations.
The draft Ting Kok OZP No. S/NE-TK/14 incorporating the amendments is now available for public inspection during office hours at the secretariat of the Town Planning Board, the planning enquiry counters in North Point and Sha Tin Government Offices, the Sha Tin, Tai Po and North District Planning Offices, the Tai Po District Office and the Tai Po Rural Committee.
Any person can make written representations in respect of the amendments to the secretary of the board on or before March 25, 2008. Representations made to the board will be available for public inspection.

6 Approved Kwun Tong (North) Outline Zoning Plan amended

The Town Planning Board today (January 25) announced amendments to the approved Kwun Tong (North) Outline Zoning Plan (OZP).
The amendments include the rezoning of an area near the junction of Po Lam Road and Sau Mau Ping Road from "Other Specified Uses" ("OU") annotated "Amenity Area" to "Government, Institution or Community(1)"; and the rezoning of two linear shaped areas at the junction of Po Lam Road and Sau Mau Ping Road from "OU (Amenity Area)" to area shown as 'Road'.
The Notes of the OZP are also updated in accordance with the latest refinements to the Revised Master Schedule of Notes to Statutory Plans.
The draft Kwun Tong (North) OZP No. S/K14N/10, incorporating the amendments, is now available for public inspection during office hours at the Secretariat of the Board, the Planning Enquiry Counters in the North Point and Sha Tin Government Offices, the Kowloon District Planning Office and the Kwun Tong District Office.
Any person may make written representations in respect of the amendments to the secretary of the board on or before March 25. Representations made to the board will be available for public inspection.

7 Reconstruction and improvement of Tuen Mun Road gazetted

The Government published a notice in the Gazette today (January 25) on reconstruction and improvement of Tuen Mun Road with some modifications, which had earlier been authorised by the Chief Executive in Council.
The proposed works to be carried out include widening traffic lanes to the current standard of 3.65m, providing hard shoulders in both directions over the 15.5km length of the road wherever possible, and constructing cantilevered noise barriers/semi enclosure on six sections of Tuen Mun Road.
Sections of existing at-grade carriageway, vehicular bridges, footbridges, subways, and footpaths will be temporarily or permanently closed or reconstructed. Pedestrian accesses and vehicular accesses will be maintained during construction.
The project is expect to reduce future repairs to Tuen Mun Road and disturbance to road users. In addition, the road will be brought up to current expressway standards as far as practicable.
Modification plans of the works are available for public inspection at the following government offices during office hours:
