1. Appointments to Electrical Safety Advisory Committee The
Government today (April 12) announced that Mr Wong Wai-ho has been re-appointed
as the Chairman of the Electrical Safety Advisory Committee for another term of
two years from April 6, 2002 to April 5, 2004. At the same time, eleven members
of the Committee have been re-appointed and six new members have been appointed
for two years, with effect from April 6, 2002. The appointments were published
in the Gazette today. The terms of reference of the committee is to advise the
Director of Electrical and Mechanical Services on any matters relevant to the
safety of electrical supply, electrical installations, wiring and products, or
the safe use of electricity. The full membership of the committee is as follows:
Mr Wong Wai-ho (Chairman), Mr Chan Lee-shing, William, Mr Chan Pun, Mr Chan Yim-cheong,
Paul, Professor Ching Pak-chung Mr James Chiu, Mr Chow Kam-fai, Mr Fan Wai-kong,

Maintain Your Slopes Early
Head of the Geotechnical Engineering Office (GEO) of the Civil Engineering Department,
Mr Raymond Chan Kin-sek today (April 13) urged owners of private slopes to carry
out proper maintenance works on their slopes without delay to reduce the risk
of landslide during heavy rain. Mr Chan warned that with the approach of the wet
season, there is no room for complacency about landslide risk. He noted that proper
maintenance of slopes was one of the key factors to reduce landslide risk. "Poorly
maintained slopes or leaving slopes unattended may deteriorate to a point where
they may become dangerous and fail during heavy rain. Regular maintenance costs
much less than repairing a failed slope, and casualties can be avoided,"
he explained. Mr Chan reminded that in preparation for the rainy season, owners
of private slopes should have by now carried out inspection on the condition of
their slopes and proceed with routine maintenance works accordingly. Such works
include : * clean and repair surface drains and catchpits; * clear obstructions
in weepholes; * repair rigid and vegetated surface covers; * seal open joints
on rock slopes and remove loose rock debris; * re-point deteriorated mortar joints
on masonry face and repair spalling concrete wall surface. A Layman's Guide to
Slope Maintenance, produced by the GEO to promote slope safety, is available free-of-charge
from the District Offices. The public can also obtain slope safety information
on the Internet from the Hong Kong Slope Safety Website "http://hkss.ced.gov.hk".
GEO's Community Advisory Unit (CAU) also proactively contacts owners' corporations
and mutual aid committees and holds regular meet-the-public sessions to advise
the public on how to undertake slope maintenance works and other slope safety
matters, such as how to proceed with the necessary slope upgrading works stipulated
under the Dangerous Hillside Order. The public could call CAU staff (on Tel :

Membership of Housing Authority Committees 2002/03
The following is issued on behalf of the Housing Authority: The Housing Authority
(HA) announced today (April 15) the new appointment and re-appointment of members
to its various committees, including that of Mr Wong Kwun as the Chairman of the
Complaints Committee (CC). Succeeding Mr Wan Man-yee as the CC Chairman, Mr Wong
has also been appointed as a Member of the Strategic Planning Committee. He is
currently the Chairman of the Federation of Hong Kong, Kowloon and New Territories
Public Housing Estates Resident and Shopowner Organizations. Other new appointments
include Mr Ho Sai-chu to the Finance Committee and Mr Ho Hei-wah from the Home
Ownership Committee to the Rental Housing Committee. All appointments are for
two years, except that of Mr Ho Sai Chu's which is for one year in order to tie
in with the expiry date of his appointment as an HA Member. Today's announcement
also include 27 re-appointments to HA's various committees. Among them are Mr
Walter Chan Kar-lok as the Chairman of the Home Ownership Committee, Mr Chan Bing-woon
as the Chairman of Human Resources Committee, Mr Ng Leung-sing as the Chairman
of Commercial Properties Committee and Mr Ng Shui-lai as the Chairman of the Rental
Housing Committee. The Chairman of HA, Dr Cheng Hon-kwan welcomed the new appointments.
He also thanked the retiring members for their support, dedication and valuable
contribution. Former HA Members Mr Wan Man-yee, Dr Lau Kwok-yu and Mr Peter Wong
Hong-yuen are amongst the twelve Members retiring from HA's committees. Following
the latest appointments, there are now 25 non-official HA Members with another
26 people sitting on various HA Committees. [Source:
