1 Draft Tung Chung Town Centre Area Outline Zoning Plan approved

The Chief Executive in Council has approved the draft Tung Chung Town Centre Area Outline Zoning Plan (OZP).
"The approved OZP provides a statutory land use planning framework to guide the development and redevelopment in the Tung Chung Town Centre Area," a spokesman for the Town Planning Board said today (April 24).
The Planning Scheme Area covers a total area of about 253 hectares. It is located on the north shore of Lantau Island and southeast of the Hong Kong International Airport at Chek Lap Kok. The population of the area in 2006 was about 34,000. It is estimated that the planned population would increase to about 71,000.
The approved OZP indicates the broad land use zones for the Tung Chung Town Centre Area. A site in close proximity to the Tung Chung MTR station and another site adjacent to the proposed pier at the waterfront are zoned "Commercial". The two sites, occupying a total area of about 2.2 hectares, will provide land for office, shop and services, place of entertainment, eating place and other commercial developments to serve the town centre.
About 22.9 hectares is zoned "Comprehensive Development Area" ("CDA") to facilitate comprehensive developments for residential and commercial uses with the provision of open space and other supporting facilities.
A total of 31 hectares is zoned "Residential (Group A)" ("R(A)") for high-density housing developments. The "Village Type Development" zone, taking about 5.4 hectares, covers Shan Ha Village and its expansion area, and the village resite area at Pa Mei North.
About 22.4 hectares of land is zoned "Government, Institution or Community" to provide a wide range of facilities to serve the local residents and the wider district. GIC uses not requiring free-standing sites such as nursery and kindergarten will also be provided within the public housing estates and the large private residential developments within the "CDA" and "R(A)" zones.
About 55.8 hectares of land has been zoned "Open Space" for the provision of outdoor open-air public space for active and/or passive recreational uses serving the needs of local residents as well as the general public.
Other uses, including the Tung Chung Cable Car Terminal and related commercial development, the railway ventilation and other plants associated with the Tung Chung MTR station, a sewage pumping station, ferry pier, petrol filling stations and traction substation cum portal, are also zoned "Other Specified Uses" with specified annotations. They cover a total area of 2.7 hectares.
The foothills on the southern fringe of the area, covering about 47.1 hectares, are zoned "Green Belt" to preserve existing topography and natural vegetation at the fringe of the new town and to provide passive recreational outlets.
The approved Tung Chung Town Centre Area OZP No. S/I-TCTC/16 is now available for public inspection during normal office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Sai Kung & Islands District Planning Office and the Islands District Office in Central, Mui Wo and Tung Chung and the Tung Chung Rural Committee.

2 Cha Kwo Ling, Yau Tong, Lei Yue Mun Outline Zoning Plan approved

The Chief Executive in Council has approved the Cha Kwo Ling, Yau Tong, Lei Yue Mun Outline Zoning Plan (OZP).
“The approved OZP provides a statutory land use planning framework to guide development and redevelopment within the Cha Kwo Ling, Yau Tong, Lei Yue Mun area,” a spokesman for the Town Planning Board said today (April 24).
The Planning Scheme Area (the Area) of the Cha Kwo Ling, Yau Tong, Lei Yue Mun OZP, covering about 264 hectares of land, is located in East Kowloon within the Kwun Tong District. It is bounded by Lei Yue Mun Road, Black Hill, Chiu Keng Wan Shan and Pau Toi Shan (Devil’s Peak) to the north-east and east; Lei Yue Mun Point to the south; Victoria Harbour, Wai Yip Street and Cha Kwo Ling Road to the west and Kwun Tong By-pass to the north-west.
Most of the existing private and public residential developments in the Area fall within the “Residential (Group A)” (86.15 hectares) zone. Two sites, one at Yau Tong Bay and the other at Yau Tong Industrial Area (YTIA), are zoned “Comprehensive Development Area” (14.93 hectares) for comprehensive residential and commercial development with provision of Government, institution or community (GIC) facilities. The existing Lei Yue Mun Village is zoned “Village Type Development” (8.34 hectares).
To encourage the phasing out of existing obsolete industrial uses, five industrial sites in YTIA are zoned “Residential (Group E)” (“R(E)”) (5.79 hectares). Under the “R(E)” zoning, planning permission for residential development is required in order to address the potential industrial/residential interface problems in the redevelopment process.
About 3.42 hectares of land is zoned “Commercial” to provide for commercial developments to serve the Area. The “Other Specified Uses” zones (4.04 hectares) are allocated for specific uses including the existing petrol filling station, Eastern Harbour Crossing toll plaza and ventilation building, sewerage treatment plant, a planned lorry park and a reserved site for general business uses.
To provide land for various GIC facilities to serve the needs of residents in the Area and those in the adjoining areas, about 30.59 hectares of land are zoned “Government, Institution or Community”. Major existing GIC facilities include Yung Fung Shee Memorial Centre, East Kowloon Health Centre and Sai Tso Wan Neighbourhood Community Centre, Margaret Trench Medical Rehabilitation Centre, Kwun Tong Law Courts, Government offices, schools, a joint user complex with library, a primary electricity substation, an indoor games hall and an indoor recreation centre, a fire station and an ambulance depot.
To provide land for both active and passive recreational uses, about 19.54 hectares of land are zoned “Open Space”. Major open spaces include Sam Ka Tsuen Recreation Ground, Laguna Park, Sai Tso Wan Recreation Ground and Sin Fat Road Tennis Court. Sites have been reserved for district open space uses and development of a waterfront promenade. About 55.08 hectares of land is zoned “Green Belt” to preserve existing hill slopes.
The approved Cha Kwo Ling, Yau Tong, Lei Yue Mun OZP No. S/K15/17 is available for public inspection during normal office hours at the Secretariat of the Town Planning Board, the Kowloon District Planning Office and the Kwun Tong District Office.

3 Elevated walkway in Tseung Kwan O gazetted

The Government published a notice in the Gazette today (April 24) on construction of an elevated walkway between Tong Ming Street and Tong Tak Street in Tseung Kwan O, aiming to connect the existing footbridge leading to Sheung Tak Shopping Centre and the future Tseung Kwan O Station development.
The proposed works include construction of an elevated walkway of approximately 180 metres long with 5m clear width; provision of two lifts, one at each end of the proposed elevated walkway; permanent closure and demolition of an existing footbridge ramp; permanent or temporary closure of sections of the existing footpath, footbridge and carriageway and area underneath the existing footbridge ramp; reconstruction of the existing cycle parking area; conversion of sections of the area underneath the existing footbridge ramp into a footpath, landscape area and cycle parking area; conversion of sections of the existing footpath into a planter; and ancillary works such as associated ground level works, landscaping works, drainage works, electrical and mechanical works.
The project is scheduled to commence in early 2010 for completion in 2011.
The plan and scheme of the works are available for public inspection at the following government offices during office hours:
(i) Central and Western District Office, Public Enquiry Service Centre, Unit 5, Ground Floor, The Center, 99 Queen's Road Central;
(ii) Sai Kung District Office, Tseung Kwan O Sub-Office, Public Enquiry Service Centre, 1st Floor, King Lam Neighbourhood Community Centre, King Lam Estate, Tseung Kwan O; and
(iii) District Lands Office, Sai Kung, 3rd Floor, Sai Kung Government Offices, 34 Chan Man Street, Sai Kung.
