1. Draft Tin Shui Wai Outline Zoning Plan approved The
Chief Executive in Council has approved the draft Tin Shui Wai Outline Zoning
Plan (OZP). A spokesman for the Town Planning Board said today (May 10) that the
approved OZP would provide a statutory land use planning framework to guide future
development and redevelopment within the Tin Shui Wai area. The Tin Shui Wai area,
covering an area of about 430 hectares, is located in the north-western part of
the North West New Territories. About 4.85 hectares of land to the south of the
Light Rail Transit (LRT) Terminus is zoned "Commercial" ("C")
to provide retail, office, hotel and other commercial facilities. Two sites near
the fringe of the Tin Shui Wai New Town are designated "Comprehensive Development
Area" for lower density residential development to ensure that the development
of the sites would take into account their proximity to the International Wetland
Park and the conservation areas to the north-east, the landscape character, and
the traffic and infrastructural capacities of the surrounding areas. About 101.60
hectares of land is zoned "Residential (Group A)" for high density residential
developments. Sites intended for medium density private residential developments
are zoned "Residential (Group B)", totaling 37.78 hectares. A proposed
residential development with Government, institution or community (GIC) uses,
market and public car park to the west of the LRT terminus in Area 33 is zoned
"Undetermined" to allow the Board to maintain control over the development.
About 27.51 hectares of land is zoned "Government, Institution or Community"
for a wide range of GIC facilities to serve the residents of the New Town. The
Tin Shui Wai District Park and a proposed town park are zoned "Open Space".
About 30.72 hectares of land is zoned "Other Specified Uses" for specific
uses including sewage pumping stations, electric sub-stations, telephone exchanges,
a bus depot, LRT termini, a bus terminus and a wetland park. The wetland park
serves as a replacement habitat for the wetland lost from the engineering works
in the Reserve Zone and acts as a buffer to minimize human disturbance to the
ecologically sensitive areas of the Inner Deep Bay SSSI, the adjoining fish ponds
and the Mai Po Nature Reserve. About 6.88 hectares of land to the west of the
drainage channel is zoned "Green Belt" to define the outer limits of
the New Town and to provide for passive informal type of recreational uses. About
32.5 hectares of land covering mainly fish ponds, mature trees and topographical
features is zoned "Conservation Area" to conserve the existing natural
characteristics and rural landscape, and to give added protection to the Mai Po
Nature Reserve and the special landscape and ecological value of the Inner Deep
Bay area. The approved Tin Shui Wai OZP No. S/TSW/7 is now available for public
inspection at the Secretariat of the Town Planning Board, the Tuen Mun and Yuen
Long District Planning Office, the Yuen Long District Office and the Ping Shan

Approved Hung Hom Outline Zoning Plan referred back
The Chief Executive in Council has referred the approved Hung Hom Outline Zoning
Plan to the Town Planning Board for amendment. The Hung Hom Outline Zoning Plan
was last approved by the Chief Executive in Council on 12 March 2002. Amendments
to the approved Outline Zoning Plan are necessary to reflect the latest development
proposals in the Hung Hom district. The Hung Hom Outline Zoning Plan No. S/K9/15
incorporating the amendments will be exhibited for public inspection under the
provisions of the Town Planning Ordinance. [Source:

Draft Stanley Outline Zoning Plan approved
The Chief Executive in Council has approved the draft Stanley Outline Zoning Plan
(OZP). A spokesman for the Town Planning Board (the Board) said today (May 10)
the approved OZP is to establish a statutory land use framework to guide development
and redevelopment in the Stanley area," . The Planning Scheme Area, covering
about 393 hectares of land, is located at the southern end of Hong Kong Island.
A large portion of the land area, about 140 hectares, is zoned "Other Specified
Uses" designated for specific land uses including the Stanley Barracks, two
cemeteries, the Satellite Earth Station at Stanley Peninsula and the Composite
Signals Organization Station Complex at Chung Hom Kok. To promote conservation
of natural environment and to define limits of urban development, about 101 hectares
of land is zoned "Green Belt". To retain the natural coastlines and
the attractive coastal features, coastal areas mainly below the 20m contours are
zoned "Coastal Protection Area". A number of sites are zoned "Government,
Institution or Community" and "Open Space" to serve the local and
district needs. Major shopping facilities, including the central bazaar area at
the Stanley Old Town, the Stanley Plaza at Ma Hang and a local shopping centre
at Chung Hom Kok, are zoned "Commercial" on the OZP. The Stanley Old
Town area and the Ma Hang Estate are zoned "Residential (Group A)" with
three sub-areas. The local streets within the central bazaar area and the Stanley
Old Town are shown as "Pedestrian Street" with a view to promoting pedestrianisation
of the area. Other residential developments include the low-rise developments
in the northern part of Stanley Peninsula and Chung Hom Kok as well as the residential
developments along Tung Tau Wan Road and Wong Ma Kok Road, which are zoned "Residential
(Group C)". The approved Stanley OZP No. S/H19/8 is now available for public
inspection at the Secretariat of the Town Planning Board, the Hong Kong District
Planning Office and the Southern District Office. Copies of the draft plan are

Draft San Tin Outline Zoning Plan approved
The Chief Executive in Council has approved the draft San Tin Outline Zoning Plan
(OZP). According to a spokesman for the Town Planning Board (the Board), the approved
OZP provides a statutory land use planning framework to guide future development
and redevelopment within the San Tin area. The San Tin area, covering an area
of about 740 hectares, is bounded by Tit Hang and Pak Shek Au in the east, San
Tin Highway in the south, Mai Po San Tsuen in the west and Sham Chun River in
the north. The continuous and contiguous fish ponds to the south of Sham Chun
River and to the east of Lok Ma Chau Control Point, covering an area of about
189 hectares are zoned "Conservation Area". A large area of about 172
hectares stretching from the Lok Ma Chau Control Point to Lin Barn Tsuen and lying
to the north of Yan Shau Wai is zoned "Other Specified Uses" annotated
"Comprehensive Development and Wetland Enhancement Area" ("OU(CDWEA)")
which provides incentives for comprehensive development and/or redevelopment with
conservation objectives and positive measures to enhance the ecological value
and functions of the existing fish ponds or wetland under a private-public partnership
approach. An area of about 17 hectares on the northern side of Castle Peak Road
and to the north-east of Mai Po Lo Wai is zoned "Other Specified Uses"
annotated "Comprehensive Development to include Wetland Restoration Area"
which encourages the phasing out of open storage and port back-up uses and provides
incentives for restoration of degraded wetlands adjoining existing fish ponds
through comprehensive residential and/or recreational development with wetland
restoration and buffer proposals. An area of about 22 hectares to the west of
Tsing Lung Tsuen is zoned "Residential (Group D)" for low-rise, low-density
residential development and residential upgrading. The village areas around Castle
Peak Road - San Tin Section and to the east of Lok Ma Chau Road are zoned "Village
Type Development" to accommodate village type developments and to cater for
village expansion. An area of about 18 hectares to the north-east of Tung Chan
Wai adjoining San Sham Road and in the close proximity to the Lok Ma Chau Control
Point is zoned "OU(Service Stations)" to offer opportunities for development
of service stations to facilitate cross-boundary trading activities. The existing
Lok Ma Chau Sub-divisional Police Station, the Lok Ma Chau Control Point and its
expansion area, and the police post at Ngau Kok Shan are zoned "Government,
Institution or Community". The area to the east of Mai Po Lo Wai, and the
hilly area at Tai Law Hau and its foothills surrounding Pun Uk Tsuen and Chau
Tau are zoned "Green Belt". An area of about 26 hectares to the east
of San Sham Road is zoned "Undetermined" for the proposed Sheung Shui
to Lok Ma Chau Spur Line and West Rail (Phase II). The approved San Tin OZP No.
S/YL-ST/5 is now available for public inspection at the Secretariat of the Town
Planning Board, the Tuen Mun and Yuen Long District Planning Office, the Yuen
Long District Office and the San Tin Rural Committee. Copies of the draft plan

Draft Tung Chung Town Centre Area Outline Zoning Plan approved
The Chief Executive in Council has approved the draft Tung Chung Town Centre Area
Outline Zoning Plan (OZP). A spokesman for the Town Planning Board said today
(May 10) the approved OZP would provide a statutory land use planning framework
to guide the development and redevelopment within the Tung Chung Town Centre area.
The Planning Scheme Area (the Area), covering about 252 hectares (including about
127 hectares of reclaimed land), is located on the north shore of Lantau Island
and to the south-east of the Hong Kong International Airport. The existing population
of the Area is estimated to be about 20,000. Upon full development, the population
will be about 68,000. The general planning intention of the approved OZP is to
guide the development of Tung Chung into a balanced community in support of the
Hong Kong International Airport. About 22.9 hectares of the Area are zoned "Comprehensive
Development Area" ("CDA") to facilitate comprehensive developments
in conjunction with the construction of the Airport Express and the Mass Transit
Railway (MTR) Tung Chung Line. The developments within the "CDA" zone
will be integrated with the Tung Chung MTR station and include residential, retail,
office and hotel uses together with public transport interchange and other supporting
facilities designed in a comprehensive manner. About 36 hectares of the Area are
zoned "Residential (Group A)" ("R(A)") for both public and
private housing developments. Completed developments within this zone include
Fu Tung Estate and Yu Tung Court. The "Village Type Development" zone
which takes up about 5.4 hectares of the Area covers Shan Ha Village and its expansion
area and the village resite area at Pa Mei North. The latter is intended for rehousing
the indigenous villagers of Ma Wan and Ma Wan Chung affected by the Tung Chung
development. The "Commercial" zone covers about 2.6 hectares of land
for office, retail and other commercial developments to serve the Town Centre.
To cater for the need of the local as well as district population, about 17.6
hectares of the land are zoned "Government, Institution or Community"
to provide a wide range of Government, institution or community facilities. About
56.1 hectares of land has been zoned "Open Space" to allow for active
and passive recreational uses. The foothills at the southern fringe of the Area
are zoned "Green Belt" to preserve the natural environment and to provide
a countryside recreational outlet for the local population and visitors. The approved
OZP No. S/I-TCTC/8 is now available for public inspection at the Secretariat of
the Town Planning Board; the Sai Kung and Islands District Planning Office; the
Islands District Offices and the Tung Chung Rural Committee. Copies of the draft
