1. Draft South West Kowloon Outline Zoning Plan amended

The Town Planning Board today (May 18) announced amendments to the draft South West Kowloon Outline Zoning Plan (OZP).

The amendments mainly involve rezoning of a strip of land at Yen Ming Road from "Industrial" ("I") to "Government, Institution or Community" ("G/IC") and an area shown as 'Road'; rezoning of an area at the junction of Hoi Fai Road and Sham Mong Road from "Comprehensive Development Area" ("CDA") to "Residential (Group A)10" ("R(A)10") and an area shown as 'Road'; deletion of the CDA at Airport Railway Olympic Station and its development restriction from the Remarks of the Notes for the "CDA" zone; and incorporation into the Remarks of the Notes for the "R(A)" zone the development restrictions for area designated as "R(A)10".

The draft South West Kowloon OZP No. S/K20/19, incorporating the amendments, is now available for public inspection during normal office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters in North Point and Sha Tin, the Tsuen Wan and West Kowloon District Planning Office, the Sham Shui Po District Office and the Yau Tsim Mong District Office.

Any person affected by the amendments can submit a written objection to the Secretary of the Town Planning Board by June 8, 2007.  

Copies of the draft South West Kowloon OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei.  The electronic version of the OZP can be viewed at the Town Planning Board's website at http://www.info.gov.hk/tpb .

2. Draft Tsuen Wan West Outline Zoning Plan approved

The Chief Executive in Council has approved the draft Tsuen Wan West Outline Zoning Plan (OZP).

"The approved OZP provides a statutory land use planning framework to guide development and redevelopment in the Tsuen Wan West area," a spokesman of the Town Planning Board said today (May 18).

The Planning Scheme Area, covering an area of about 450 hectares, comprises three districts, namely Ting Kau, Sham Tseng and Tsing Lung Tau.

Two existing sub-urban commercial centres are zoned "Commercial" with an area of about 0.6 hectares. They include the sub-district commercial centre associated with the Hong Kong Garden development in Tsing Lung Tau and the cluster of speciality roast-goose restaurants in Sham Tseng.

A site on the headland between Ting Kau Beach and Lido Beach is designated as "Comprehensive Development Area (1)" with the planning intention for hotel development.

Some 9.5 hectares of land is zoned "Residential (Group A)" to reflect a number of existing high-density residential developments in Sham Tseng. About 20.3 hectares of land is zoned "Residential (Group B)" for medium-density residential developments in Sham Tseng and Tsing Lung Tau.  A total of 8.5 hectares of land is zoned "Residential (Group C)" primarily intended for low-rise, low-density residential developments. The Garden Bakery, which is the only remaining industrial operation in Sham Tseng, is zoned "Residential (Group E)" to encourage phasing out of the existing industrial activity and to remove the industrial/residential interface problem in the area.

A total of 13.9 hectares of land is zoned "Village Type Development" for the consolidation and expansion of existing villages.

To provide a range of "Government, Institution or Community" ("G/IC") facilities to serve the community in Tsuen Wan West, about 10.1 hectares of land is zoned "G/IC". Besides, some 7.7 hectares of land is designated as "Open Space" for seven gazetted beaches and a district open space.

About 1.6 hectares of land is zoned "Other Specified Uses" to cover the existing Airport Core Programme Exhibition Centre near Hoi Mei Beach and a proposed sewage treatment work at Sham Tseng reclamation. The ex-Tsing Lung Tau Quarry site and the surrounding slopes are zoned "Undetermined" ("U").  The subsequent afteruse of the "U" zone is subject to further investigation.

The "Green Belt" zone with an area of about 302.5 hectares serves to protect the existing natural environment from encroachment by urban development.

The approved Tsuen Wan West OZP No. S/TWW/17 is now available for public inspection during office hours at the Secretariat of the Town Planning Board,  the Planning Enquiry Counters in North Point and Sha Tin, the Tsuen Wan and West Kowloon District Planning Office, the Tsuen Wan District Office, and the Tsuen Wan Rural Committee.

Copies of the approved plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei.  The electronic version of the plan can be viewed on the Town Planning Board's website at http://www.info.gov.hk/tpb/ .

3. Approved Tai Po Outline Zoning Plan referred back for amendment
HONG KONG GOVERNMENT, 19 MAY 2007

The Town Planning Board announced today (May 18) that the Chief Executive in Council has referred the approved Tai Po Outline Zoning Plan (OZP) back to the board for amendment.

Amendments to the approved OZP are necessary to incorporate the latest land use proposals in Tai Po area. The OZP incorporating the amendments will be exhibited for public inspection under the Town Planning Ordinance.

The OZP was last approved by the Chief Executive in Council in November, 2005.
