1. Draft Wang Tau Hom and Tung Tau Outline Zoning Plan approved

The Chief Executive in Council approved the draft Wang Tau Hom and Tung Tau Outline Zoning Plan (OZP). A spokesman for the Town Planning Board (the Board) said today (June 7) the approved OZP would provide a statutory land use planning framework to guide the future development and redevelopment within the Wang Tau Hom and Tung Tau area. The Planning Scheme Area (the Area), covering about 184 hectares of land, is located in central Kowloon within the Wong Tai Sin district. Residential is the predominant land use in the Area, with "Residential (Group A)" zoning, about 71 hectares, covering the major existing and proposed residential developments. The Lok Fu Shopping Centre Phase II at the junction of Wang Tau Hom East Road and Junction Road is zoned "Commercial" to reflect the existing commercial use. To serve the needs of the local and district population, about 23 hectares of land are zoned "Government, Institution or Community", and about 27 hectares of land are zoned "Open Space" for active and passive recreational uses. About 39 hectares of land, mainly covering the Lion Rock hillslopes, are zoned "Green Belt" to preserve the natural landscape. About 2.80 hectares of land are zoned "Other Specified Uses" to provide for specific uses including the existing cemetery and petrol filling stations. The rest of the Area, about 20 hectares, is reserved for major roads and other related uses. The approved Wang Tau Hom and Tung Tau OZP No. S/K8/13 is now available for public inspection at the Secretariat of the Town Planning Board, the Kowloon District Planning Office and the Wong Tai Sin District Office. Copies of the approved plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei.

2. Draft South Lantau Coast Outline Zoning Plan approved

The Chief Executive in Council approved the draft South Lantau Coast Outline Zoning Plan (OZP). A spokesman for the Town Planning Board said today (June 7) the approved OZP would provide a statutory land use planning framework to guide the development and redevelopment within the South Lantau Coast area. The Planning Scheme Area (the Area), covering about 2,455 hectares of land, comprises the coastal area of South Lantau including parts of the Lantau South Country Park. According to the 2001 Census, the population of the Area was about 5,300. Upon full development, the population would increase to about 14,000. The major parts of Chi Ma Wan Peninsula, Lo Kei Wan Peninsula and Fan Lau, which fall within the Lantau South Country Park, are zoned "Country Park". To protect the natural landscape of the steep slopes in the northern part of the Area and a number of small plots of land at Chi Ma Wan Peninsula near the Lantau South Country Park, about 482 hectares of the Area are zoned "Green Belt". The long strip of land between the coastline and South Lantau Road of about 162 hectares is zoned "Coastal Protection Area". Whilst the general planning intention for the Area is for preservation of the natural landscape, low-rise and low-density residential developments are provided for at appropriate locations. A total of eight "Residential (Group C)" ("R(C)") sites of about 57 hectares of land at the southern tip of Chi Ma Wan Peninsula, along South Lantau Road at Cheung Sha, and at Shui Hau are designated within the Area. Developments and redevelopments within the "R(C)" sites are restricted to a maximum plot ratio of 0.4 and a maximum building height of 2 storeys and 7.6 metres. To cater for the development of Small Houses by indigenous villagers, about 86 hectares of land are zoned "Village Type Development" to cover the existing recognized villages. About 86 hectares of the Area are taken up by the "Government, Institution or Community" zone. The major existing Government, institution or community facilities in the Area include the Chi Ma Wan Correctional Institution, Shek Pik Prison, a holiday camp at Tung Wan, the Bui O Public School and Hung Sing Temple. The approved OZP No. S/SLC/12 is now available for public inspection at the Secretariat of the Town Planning Board, the Sai Kung and Islands District Planning Office, the Islands District Office and its Mui Wo Sub-office. Copies of the approved plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei.

3. Draft Peng Chau Outline Zoning Plan approved

The Chief Executive in Council approved the draft Peng Chau Outline Zoning Plan (OZP). A spokesman for the Town Planning Board said today (June 7) the approved OZP would provide a statutory land use planning framework to guide the development and redevelopment within the Peng Chau area. The Planning Scheme Area (the Area) comprises Peng Chau and Tai Lei Island. The total area is about 99 hectares including a total of about two hectares of land being reclaimed at the north-western and south-western coasts of Peng Chau. According to the 2001 Census, the total population in the Area was about 6,130 persons. The population is estimated to be about 11,000 persons upon full development. The primary planning intention of the Area is to preserve the natural landscape, the rural character and car-free environment of Peng Chau and Tai Lei Island. The existing low-rise low-density character should be retained and, to this end, future development or redevelopment should be up to the existing and committed intensities. Some 2.6 hectares of land is zoned "Residential (Group A)" to provide for medium-density residential development with commercial uses permitted as of right on the lowest floor. There are four sub-areas in this zone, each subject to specific development restrictions on plot ratio and building height in order to retain the existing character and intensity of the developments and to avoid overloading the planned infrastructure. About 1.5 hectares of land is zoned "Residential (Group B)" which covers a proposed comprehensive redevelopment scheme for residential use on a former match factory site. A total of 2.5 hectares of land is zoned "Residential (Group C)" to reflect the existing and reserved sites for low-rise, low-density residential development. There are three sub-areas in this zone, each subject to specific development restrictions on plot ratio, site coverage and building height to reflect the existing and committed development intensities. Some 2.4 hectares of land in Peng Chau South is zoned "Residential (Group D)" to encourage redevelopment of the existing temporary domestic structures and houses. About 8.2 hectares of land is zoned "Village Type Development" to retain the character of the existing village type development areas. Some 5.2 hectares of land is zoned "Government, Institution or Community" ("G/IC") to reflect the existing and reserved sites for major Government, institution and community (GIC) facilities to meet the needs of local residents as well as visitors. The "G/IC" sites are subject to a maximum building height of 15 metres in order to ensure that any development or redevelopment of the GIC buildings will be in line with the low-rise character of the adjoining environment. A site to the north-west of Tai Lung Tsuen is reserved for the development of a school and zoned "Government, Institution or Community (1)" subject to a maximum building height of 24 metres. About 3.5 hectares of land is zoned "Open Space" to provide land for both active and passive recreational uses to meet the need of the local residents and visitors. A major open space system is planned at the western coast of Peng Chau extending from Sea Crest Villa all the way to the southern end of Peng Chau. A total of about 1.8 hectares of land is zoned "Other Specified Uses". Areas within this zone include a reclamation site at the western coast of Peng Chau North reserved for comprehensive residential development including a commercial complex, three sites on Tai Lei Island developed for a sewage treatment works, a refuse transfer station and a liquefied petroleum gas cylinders store. To preserve the natural landscape, the uplands and the natural coasts are zoned "Green Belt" and "Coastal Protection Area" which take up about 60 hectares and 7.7 hectares of land respectively. The approved OZP No. S/I-PC/3 is now available for public inspection at the Secretariat of the Town Planning Board, the Sai Kung and Islands District Planning Office, the Islands District Office and the Peng Chau Rural Committee. Copies of the approved plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei.

4. Approved Lam Tsuen Outline Zoning Plan referred back

The Chief Executive in Council has referred the approved Lam Tsuen Outline Zoning Plan (OZP) to the Town Planning Board for amendment. The Lam Tsuen OZP was last approved by the Chief Executive in Council on 5 February 2002. Amendments to the approved Outline Zoning Plan are necessary to reflect the latest development proposals in the Lam Tsuen area. The Lam Tsuen OZP No. S/NE-LT/5 incorporating the amendments will be exhibited for public inspection under the provisions of the Town Planning Ordinance.

5. Three approved Outline Zoning Plans referred back

The Chief Executive in Council has referred the approved Ngau Tam Mei Outline Zoning Plan (OZP), approved Tai Tong OZP and approved Kwu Tung South OZP to the Town Planning Board for amendment. The three OZPs were last approved by the Chief Executive in Council between June 2000 and December 2001. Amendments to the approved Ngau Tam Mei, Tai Tong and Kwu Tung South OZPs are necessary to reflect the latest development proposals in these three areas. The Ngau Tam Mei OZP No. S/YL-NTM/6, Tai Tong OZP No. S/YL-TT/8 and Kwu Tung South OZP No. S/NE-KTS/6 incorporating the amendments will be exhibited for public inspection under the provisions of the Town Planning Ordinance.
