1. Draft Tai Tong Outline Zoning Plan approved Hong
Kong Government, 27 June 2003 The
Chief Executive in Council approved the draft Tai Tong Outline Zoning Plan (OZP).
"The approved
OZP provides a statutory land use planning framework to guide future development
and redevelopment within the Tai Tong area," a spokesman for the Town Planning
Board (the Board) said today (June 27). The
Tai Tong area (the Area), covering about 960 hectares of land, is situated in
the southern part of the North West New Territories. It is bounded by the ridge
of Ho Hok Shan and Kam Tin South in the east, Castle Peak Road (Yuen Long Section)
in the north, Yuen Long Highway in the north-west, Kung Um Road and the nullah
in the west and Tai Lam Country Park in the south. An
area of about 2.8 hectares located on the southern side of Castle Peak Road (Yuen
Long Section) and to the north of Yeung Uk Tsuen is zoned "Residential (Group
C)" to reflect the existing residential developments and to facilitate future
development of sub-urban residential developments with ancillary facilities. The
"Residential (Group D)" zone, covering an area of about 25 hectares
around Tai Kei Leng and another area between Sham Chung Tsuen in the north and
Shui Tsiu San Tsuen in the south, is intended for residential upgrading and low-rise
and low-density residential development on application to the Board. The recognised
villages in the Area and areas suitable for village expansion with a total area
of about 194 hectares are zoned "Village Type Development". Two
areas totaling about 28 hectares to the south-east of Nam Hang Tsuen and south
of Tai Tong Tsuen are zoned "Open Storage" to cater for the demand for
land for open storage uses and to regularise the existing open storage uses within
the area. Two
lots of land with a total area of about 12 hectares are zoned "Government,
Institution or Community" to reflect existing uses including an electricity
substation, schools, Government departmental quarters, Pok Oi Hospital Staff Quarters
and Au Tai Fresh Water Service Reservoir and its extension. Two
areas covering about 7.9 hectares of land to the south of Yuen Long Highway are
zoned "Open Space" to provide land for the development of active and
passive recreational uses and to serve as a buffer from the highway. An area of
about 18.6 hectares east of Yeung Ka Tsuen and another area of about 3.7 hectares
in the former Tai Tong East Borrow Area are zoned "Recreation" and "Recreation(1)"
respectively to encourage the development of recreation and tourism. Two
areas to the east of Kung Um Road and an area at the junction of Tai Shu Ha Road
East and Tai Shu Ha Road West are zoned "Other Specified Uses" annotated
"Rural Use" to provide land for rural and recreational uses which are
commensurate with the rural environment. A site to the south of Castle Peak Road
(Yuen Long Section) at Au Tau is zoned "Other Specified Uses" annotated
"Petrol Filling Station" to reflect its existing use. About
299 hectares of land is zoned "Agriculture" to safeguard good agricultural
land and retain fallow arable land with good potential for rehabilitation. The
hilly slopes of Ho Hok Shan and a site near Nam Hang Pai in the close proximity
of Tai Lam Country Park are zoned "Green Belt" to define the limits
of urban and sub-urban development areas. The
hilly area of about 211 hectares in the eastern part of the Area is zoned "Conservation
Area" to preserve the existing natural character and topographical features.
Two areas covering about 50 hectares of land to the south-east of Tai Tong Tsuen
and in the southern part of the Area, both falling within the Tai Lam Country
Park, are zoned "Country Park". The
approved Tai Tong OZP No. S/YL-TT/10 is now available for public inspection during

2. Draft Clear Water Bay Peninsula South DPA Plan approved Hong
Kong Government, 27 June 2003 The
Chief Executive in Council approved the draft Clear Water Bay Peninsula South
Development Permission Area (DPA) Plan. "The
approved DPA Plan provides a statutory land use planning framework to guide the
development and redevelopment within the Clear Water Bay Peninsula South area,"
a spokesman for the Town Planning Board said today (June 27). The
Planning Scheme Area covering about 425 hectares of land commands a prominent
location in the south-eastern part of Sai Kung. It is bounded by Sam Yuk Middle
School in the north, Clear Water Bay Country Park in the west and north-east,
Clear Water Bay in the east and Tai Miu Wan in the south-west. The Area has large
tracts of woodland with long stretch of unspoilt coastlines and is a prominent
recreational outlet. Residential
development in the Area consists mainly of land zoned "Village Type Development"
("V") with an area of 37 hectares which covers five recognised villages
and other areas considered suitable for village expansion. Sufficient land has
been reserved to meet the Small House demand of the indigenous villagers for the
next 10 years. Apart
from the "V" zones, there are two "Residential (Group C)"
sites of 0.19 hectare to cover two existing single dwellings fronting Clear Water
Bay Road to the north-east of Tai Wan Tau. About
two hectares of land is zoned "Government, Institution or Community"
for the Cham Shan Monasteries, homes for the aged, Tin Hau Temple, Tai O Mun Store
Beaches, a sewage treatment plant and other community facilities to serve the
local population and visitors. About
121 hectares of land is zoned "Other Specified Uses" to cover the Clearwater
Bay Golf and Country Club and the existing piers at Po Toi O Village and Tai Miu
Wan. Two sites
with an area of about 0.5 hectare are zoned "Recreation" to reflect
the beach related uses at Clear Water Bay First Beach and a site with potential
for shore-based recreational uses in Sheung Sze Wan. Two
hectares of land is zoned "Open Space" to cover the Clear Water Bay
First and Second Beaches and two tracts of existing open space near Tin Hau Temple
and Po Toi O Village. To
conserve the natural environment, undisturbed woodland and natural hillslopes
covering about 190 hectares are zoned "Conservation Area", while the
inter-tidal sands in Sheung Sze Wan and the long stretch of natural coastlines
in the east and south, covering about 36 hectares of land, are zoned "Coastal
Protection Area". Another 28 hectares of land covering woodland is zoned
"Green Belt" to define the limit of development and serve as roadside
amenities. The

3. Approved North-East Lantau Outline Zoning Plan referred back Hong
Kong Government, 27 June 2003 The
Chief Executive in Council has referred the approved North-East Lantau Outline
Zoning Plan (OZP) back to the Town Planning Board for amendment. Amendments
to the approved OZP are necessary to reflect the latest road and railway schemes
for the Chok Ko Wan (Penny's Bay) as well as the latest land use proposals for
the North-East Lantau Planning Scheme Area. The
North-East Lantau OZP incorporating the amendments will be exhibited for public
inspection under the provisions of the Town Planning Ordinance. The
OZP was last approved by the Chief Executive in Council on June 25 2002.
4. Approved Ma Tau Kok Outline Zoning Plan referred back for amendment Hong
Kong Government, 27 June 2003 The
Chief Executive in Council has referred the approved Ma Tau Kok Outline Zoning
Plan (OZP) back to the Town Planning Board for amendment. The
amendment is necessary for minor boundary adjustment of the planning scheme area
to include the driveway of the former Tin Kwong Road Police Married Quarters into
the OZP. The
Ma Tau Kok OZP incorporating the boundary adjustment and other technical amendments
will be exhibited for public inspection under the provisions of the Town Planning
Ordinance. The
OZP was last approved by the Chief Executive in Council in February 2003.
