1 Draft Tsz Wan Shan, Diamond Hill and San Po Kong Outline Zoning Plan amended

The Town Planning Board today (June 26) announced amendments to the draft Tsz Wan Shan, Diamond Hill and San Po Kong Outline Zoning Plan (OZP).

The revisions mainly involve rezoning of three strips of land abutting Prince Edward Road East from “Open Space” and areas shown as ‘Road’ to “Other Specified Uses” (“OU”) annotated “Landscaped Elevated Walkway” and adjustment of the zoning boundary of the Po Kong Village Road District Open Space to tally with its land allocation boundary. In addition, the Notes have incorporated the schedule of use for “OU” annotated “Landscaped Elevated Walkway” zone within “OU” zone.

Opportunity is taken to incorporate the alignments connecting San Po Kong with Kai Tak, which include an existing subway, the proposed underpass Road L1 and underground shopping street, on the draft OZP for information.

The draft Tsz Wan Shan, Diamond Hill and San Po Kong OZP No S/K11/24 is now available for public inspection at the board’s Secretariat, the Planning Enquiry Counters in North Point and Sha Tin, the Kowloon District Planning Office and the Wong Tai Sin District Office.

Any person can make written representation in respect of the amendments to the board’s secretary by August 26. Representations made to the board will be available for public inspection.

Copies of the draft Tsz Wan Shan, Diamond Hill and San Po Kong OZP No. S/K11/24 are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the OZP can be viewed at the board’s website (www.info.gov.hk/tpb).

 

2 Appointments to Land and Development Advisory Committee announced

The Government today (June 29) announced the appointment of 20 people to the Land and Development Advisory Committee (LDAC) for three years from July 1, 2009 to June 30, 2012.

Mr Andrew Liao Cheung-sing is appointed as chairman of the LDAC. The other members, appointed on an ad personam basis, are eight nominees from trade and professional organisations, and 11 non-official members from a wide spectrum of areas, including tourism, medical, social services, environment and conservation, higher education, and creative industries.

The LDAC is tasked to advise the Government, through the Secretary for Development, on policies and procedures in relation to planning, land, buildings matters; and on specific development proposals and projects initiated by non-government or private proponents which carry a broader economic or social value.

A spokesman for the Development Bureau said that the LDAC, formerly known as the Land and Building Advisory Committee (LBAC), had been reorganised to take on a new and additional function of advising on individual land development proposals processed by the newly established Development Opportunities Office, apart from advising on policies and procedures in relation to planning, land, buildings matters. The Development Opportunities Office will also provide secretariat services to the LDAC.

"The membership of the committee has been broadened to facilitate early community input in the work of the Development Opportunities Office, and enable the committee to gauge the sentiments in the wider community on development proposals going through the Development Opportunities Office which would need to carry a broader economic or social value," the spokesman said.

3 Public Views welcome for Shatin Section of Shatin to Central Link Public consultation on the Shatin Section of the Shatin to Central Link (SCL) begins with a kick-off ceremony today

Following the public consultation on the Kowloon City Section, another series of activities will be held in Shatin District for people to learn more about the newly proposed Hin Keng Station which will be included in the gazette of the SCL.

“Having taking into consideration the population development and the demand of railway service in the Hin Keng area, as well as the traffic conditions in Tai Wai Station on the East Rail Line, we proposed that Hin Keng Station be added to the SCL in order to relieve the current bottleneck at Tai Wai Station of the East Rail Line,” said Mrs Miranda Leung, General Manager – Corporate Relations of the Corporation. “We encourage the community of Shatin to share their views on the proposed arrangement.”

The proposal for the Shatin Section also includes the modification of the stations along the Ma On Shan Line to meet with the future 8-car operation upon the commencement of the SCL service.

“We are glad that Hin Keng Station is included in the plan of the SCL. The new rail link would provide the Hin Keng community with a fast and reliable public transport service that residents have been longing for,” said Mr Wai Kwok-hung, Chairman of Shatin District Council, “The community looks forward to the implementation of the project as soon as possible.”

Following funding approval from the Legislative Council in May 2008 for the further
planning and design of the Shatin to Central Link, the railway project is expected to be gazetted later in 2009. The construction of the rail link is expected to commence in 2010, with completion of the Tai Wai to Hung Hom Section and the Hung Hom to Admiralty Section planned for 2015 and 2019 respectively.
