The Chief Executive in Council has approved the draft Clear Water Bay Peninsula North Outline Zoning Plan (OZP).

"The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Clear Water Bay Peninsula North area," a spokesman for the Town Planning Board said today (November 10).

The Planning Scheme Area, with a total land area of about 498 hectares, is bounded by Razor Hill and Tseung Kwan O New Town in the west, the densely wooded hillslopes in Chuk Kok and Mau Tin in the north, Clear Water Bay Country Park and Sheung Sze Wan in the south, and Ngau Mei Hoi in the east.

The general planning intention of the OZP is to conserve the undisturbed natural environment from encroachment by development, and to confine residential and village developments to the already established areas to avoid overtaxing the limited infrastructure in the Area.

Two pieces of land, totalling about 15 hectares, are zoned "Comprehensive Development Area" ("CDA") for the proposed residential development to the east of Tai Po Tsai Village and the redevelopment of ex-Shaw Brothers' Studio.  

Some 37 hectares of land is zoned "Residential (Group C)" mainly to cover the existing low-rise and low-density residential developments in Silverstrand, and along Clear Water Bay Road, Ah Kung Wan Road and Hang Hau Wing Lung Road.  

Another 39 hectares of land is zoned "Village Type Development" to cover the four recognized villages namely, Tai Po Tsai, Mang Kung Uk , Pan Long Wan (including Ng Fai Tin) and Sheung Yeung, as well as Pik Shui Sun Tsuen which is a non-recognized village.

The two existing retail outlets near the car park of Silverstrand Beach and at the junction of Clear Water Bay Road and Silver Cape Road are zoned "Commercial" (about 0.3 hectare) to reflect the existing retail use.  An existing petrol filling station near the ex-Shaw Brothers' Studio site is zoned "Other Specified Uses" annotated "Petrol Filling Station" (about 0.2 hectare).

About 67 hectares of land is zoned "Government, Institution or Community" to demarcate existing and reserved sites for Government, institution or community facilities.  They include the Hong Kong University of Science and Technology, schools, sewage pumping stations, a proposed fire station and other community and institutional facilities to serve the needs of the local residents and/or a wider district, region or the territory.

About 1.5 hectares of land is zoned "Open Space" to cover Silverstrand Beach , the waterfront promenade at Bayside Beach and other existing and proposed open spaces.

To protect the natural landscape and ecological features of the Area, about 217 hectares of land is zoned "Conservation Area" to cover the existing undisturbed woodland and natural hillslopes.  Also, for conserving the natural coastlines and sensitive coastal environment, some 22 hectares of land is zoned "Coastal Protection Area" to cover a long stretch of seashores along the eastern boundary.

Another 35 hectares of land covering the slopes adjacent to developments and along roads is zoned "Green Belt" to define the limit of development and to provide for roadside amenities.

About 45 hectares of land at the eastern hillslopes of Sheung Yeung Shan is zoned " Country Park " to reflect the part of the gazetted Clear Water Bay Country Park included in the Area.

The approved Clear Water Bay Peninsula North OZP No. S/SK-CWBN/3 is now available for public inspection during normal office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department, the Sai Kung and Islands District Planning Office, the Sai Kung District Office and the Hang Hau Rural Committee.

2. Draft Ho Chung Outline Zoning Plan approved

The Chief Executive in Council has approved the draft Ho Chung Outline Zoning Plan (OZP).

"The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Ho Chung area," a spokesman for the Town Planning Board said today (November 10).

The Planning Scheme Area of the Ho Chung OZP covers about 296 hectares of land. The general planning intention is primarily to demarcate the boundaries of the villages, to provide low?rise and low?density residential development in an orderly pattern, to conserve the peripheral hill slopes and the mature woodland of landscape significance, to promote agricultural and recreational activities, and to phase out the undesirable industrial uses.  

About 138.3 hectares of the woodland and well-vegetated hillslopes are zoned "Conservation Area", about 0.05 hectare of natural coastlines and the sensitive coastal natural environment are zoned "Coastal Protection Area", and about 3.7 hectares of land with special scientific interest of both fauna and flora and their habitats are designated as "Site of Special Scientific Interest". In addition, about 55.1 hectares of the lower hillslopes, vegetated land and roadside amenity areas are zoned "Green Belt".

To reflect the existing low-rise, low-density residential developments and to maintain the intensity of future developments within the capacity of the infrastructural constraints, about 3.4 hectares of land are zoned "Residential (Group C)".  

To encourage upgrading of the existing temporary structures, the existing structures for residential, industrial and storage purposes in Luk Mei Tsuen occupying about 6.8 hectares of land are zoned "Residential (Group D)". Besides, about 44.8 hectares of land in the recognised villages and their adjoining areas suitable for village expansion are zoned "Village Type Development".  

Another 3.9 hectares of land are zoned "Residential (Group E)" for phasing out of existing industrial uses through redevelopment for low-rise and low density residential uses. About 1.3 hectares of land in Nam Pin Wai are zoned "Comprehensive Development Area" for comprehensive development/redevelopment into low-rise and low-density residential and/or commercial uses with the provision of open space and other supporting facilities.  

About 0.2 hectare of land is zoned "Government, Institution or Community" for an existing pumping station to the south of Ho Chung Road .

To serve the general public, about 7.6 hectares of land for recreational developments are zoned "Recreation".

About 17.6 hectares of agricultural land in Ho Chung Valley are zoned "Agriculture".

The approved Ho Chung OZP No. S/SK-HC/9 is now available for public inspection during normal office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department, the Sai Kung and Islands District Planning Office, the Sai Kung District Office and the Sai Kung Rural Committee.

3. Draft Kwu Tung North OZP approved

The Chief Executive in Council has approved the draft Kwu Tung North Outline Zoning Plan (OZP).

"The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Kwu Tung North area," a spokesman for the Town Planning Board said today (November 10).

The general planning intention of the area is to promote and conserve the rural character through control on urban sprawl, minimisation of flood risk and preservation of agricultural land, and to achieve coherent planning and control of the open storage development.

Only low-density residential developments are allowed in the three "Comprehensive Development Area" zones, totalling about 18.2 hectares of land, to the south-west of Shek Tsai Leng, to the south of Yin Kong Village and to the north-east of Shek Tsai Leng.  

To meet the indigenous villagers' demand for small houses, some 14 hectares of land is zoned "Village Type Development".  To serve the needs of the local as well as district population, a total of 11.5 hectares and 7.2 hectares of land are zoned "Government, Institution or Community" and "Open Space" respectively.

In order to encourage the upgrading of existing informal industrial uses and to cater for the growing demand for open storage uses in the area, 26 hectares and 43.4 hectares of land are zoned "Industrial (Group D)" and "Open Storage" respectively.

About 131.6 hectares of agricultural land is zoned "Agriculture" and some 107.2 hectares of land is zoned "Green Belt".

The approved Kwu Tung North OZP No. S/NE-KTN/8 is now available for public inspection during office hours at the Secretariat of the Town Planning Board; the Planning Enquiry Counters of the Planning Department; the Sha Tin, Tai Po and North District Planning Office; the North District Office and the Sheung Shui Rural Committee.

4. Draft Ha Tsuen Outline Zoning Plan approved

The Chief Executive in Council has approved the draft Ha Tsuen Outline Zoning Plan (OZP).

"The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Ha Tsuen area," a spokesman for the Town Planning Board (the Board) said today (November 10).

Six areas along both sides of Ping Ha Road and on the western side of Lau Fau Shan Road totalling 77 hectares are zoned "Comprehensive Development Area" to facilitate the phasing out of incompatible open storage uses and other industrial activities in the areas.  

About 58.3 hectares of land is zoned "Residential (Group D)" to encourage residential upgrading. To demarcate both existing recognized villages and land suitable for village expansion, about 82.8 hectares of land is zoned "Village Type Development".

A large area of 94 hectares to the west of Tseung Kwong Wai is zoned "Recreation", while 8.4 hectares to the north of Shek Po Tsuen is zoned "Open Storage". A total of 11 hectares of land is zoned "Government, Institution or Community".

About 5.2 hectares of land is zoned "Open Space" to provide recreational opportunities for the local population and to provide a buffer between open storage uses and the village settlements or planned residential developments.  

About 50.6 hectares of the agricultural land in Ngau Hom Sha and Ngau Hom Shek is zoned "Agriculture". Four areas of 166.7 hectares of land are zoned "Green Belt" to define the limit of urban development areas. To retain the existing natural and coastal features, about 81 hectares and 30.3 hectares of land are zoned "Conservation Area" and "Coastal Protection Area" respectively.

A petrol filling station of 0.2 hectare near Sha Chau Lei Tsuen is zoned "Other Specified Uses" annotated "Petrol Filling Station". Some 42 hectares to the east of Tin Ha Road and Ping Ha Toad is zoned "Undetermined" as these areas are affected by the West Rail alignment and development is subject to planning permission.

The approved Ha Tsuen OZP No. S/YL-HT/8 is now available for public inspection during normal office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of Planning Department, the Tuen Mun and Yuen Long District Planning Office, the Yuen Long District Office, the Ha Tsuen and Ping Shan District Rural Committees.

5. Draft Lam Tsuen Outline Zoning Plan approved

The Chief Executive in Council has approved the draft Lam Tsuen Outline Zoning Plan (OZP).

"The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Lam Tsuen area," a spokesman for the Town Planning Board said today (November 10).

The Planning Scheme Area, covering about 424 hectares, is located to the west of Tai Po New Town. The general planning intention of the area is to retain the rural character by controlling development and promoting agricultural activities, and to allow village expansion in areas where development is considered appropriate.  

Some 85 hectares of land is zoned "Village Type Development" to meet the indigenous villagers' demand for small houses. To serve the needs of the local as well as district population, a total of 12.6 hectares of land is zoned "Government, Institution or Community".

In order to encourage the development of active/passive recreation and tourism/eco-tourism, some 8.7 hectares of land is zoned "Recreation". To conserve and sustain the natural habitat of the She Shan Tsuen Fung Shui Woodland , 5.5 hectares of land is zoned "Site of Special Scientific Interest" ("SSSI"). Some 25.2 hectares of land is zoned "Conservation Area" to retain the existing natural and rural character of the upland valleys at Tai Om Shan Village and Siu Om Shan Village and provide a buffer between the sensitive area zoned "SSSI" and the built development.

The remaining part of the area, which consists of both actively cultivated and fallow agricultural land, and well-vegetated foothills and knolls, is zoned "Agriculture" (209.4 hectares) and "Green Belt" (61.8 hectares).

The approved Lam Tsuen OZP No. S/NE-LT/11 is now available for public inspection during normal office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department, the Sha Tin, Tai Po and North District Planning Office, the Tai Po District Office and the Tai Po Rural Committee.

6. Draft Kam Tin North Outline Zoning Plan approved

The Chief Executive in Council has approved the draft Kam Tin North Outline Zoning Plan (OZP).

"The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Kam Tin North area," a spokesman for the Town Planning Board said today (November 10).

The Planning Scheme Area covers about 599 hectares of land. It is bounded by the Lam Tsuen Country Park in the north and the east, the New Territories Circular Road in the west and Kam Tin Road in the south.

The general planning intention of the area is to channel suburban type developments to appropriate areas. Good quality agricultural land will be retained whereas workshops in temporary structures will be encouraged to be rebuilt for upgrading of the environment.

Two areas located in Sha Po and Long Ha, totalling about 40.4 hectares, are zoned "Comprehensive Development Area" for comprehensive development/redevelopment of the areas for residential use with the provision of commercial, open space and any other supporting facilities.

Some 18.3 hectares of land is zoned "Residential (Group C)" for low-rise, low-density residential developments. An area of about 5.8 hectares covering the Pang Ka Tsuen and Shek Kong San Tsuen is zoned "Residential (Group D)" to encourage residential upgrading of the existing temporary domestic accommodation therein.  

The existing villages and areas suitable for village expansion and reprovisioning of village houses affected by Government projects, with about 80.2 hectares in total, are zoned "Village Type Development".

To serve local and district needs, about 4.6 hectares of land is zoned "Government, Institution or Community" while 4.5 hectares of land is zoned "Open Space". An area of about 1.5 hectares is zoned "Commercial" to provide commercial and shopping facilities.

Some 228.9 hectares of land is zoned "Agriculture" to safeguard good quality agricultural land/farm/fish ponds and to retain fallow arable land with good potential for rehabilitation for cultivation and other agricultural purposes.  

Provision is also made for about 37.2 hectares of "Industrial (Group D)" zone to provide land for industrial uses that cannot be accommodated in conventional flatted factories and for the redevelopment of existing informal industrial uses to properly designed permanent industrial buildings.

A number of sites are zoned "Other Specified Uses" ("OU"). They include the "OU" annotated "Comprehensive Development and Wetland Enhancement Area" zone (about 2.4 hectares) which serves to conserve and enhance the ecological value and functions of the existing wetland.  Another "OU" zone is earmarked for the railway reserve for the proposed Northern Link (about 16.8 hectares).
 
About 59.9 hectares of land is zoned "Conservation Area" to protect and retain the existing natural landscape, ecological or topographical features of the area. In addition, some 7.5 hectares of wetland reprovisioned for the loss of ecological sensitive areas arising from the West Rail and Kam Tin Bypass projects is zoned "Conservation Area (1)", while some 10.5 hectares of land is zoned the "Green Belt" zone.

The approved Kam Tin North OZP No. S/YL-KTN/7 is now available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of Planning Department in North Point and Sha Tin, the Tuen Mun and Yuen Long District Planning Office, the Yuen Long District Office, the Kam Tin Rural Committee, the Pat Heung Rural Committee and the San Tin Rural Committee.
