1. Prequalified tenderers for Tamar development project Hong
Kong Government, 18 December 2002 A
total of five tenderers have been selected in a prequalification exercise for
the Tamar Development Project, results of which were announced in the gazette
today (December 18). A
Government spokesman said a total of eight submissions were received from August
to November this year under the prequalification exercise for the design and build
contract for the project. A
Special Selection Board chaired by the Chief Secretary for Administration, Mr
Donald Tsang, assessed the applications in accordance with the marking scheme
as published in the prequalification document. The
Board comprises the Hon. Mrs Rita Fan, the Hon. Mrs Selina Chow, Professor Alex
Lui, Mr Alan Lai and Mr John Tsang as Members. "The
Board has evaluated the prequalification applications based on five assessment
criteria. These include technical capability; management capability; financial
capability; capability to undertake the project in time and with quality in accordance
with prescribed site parameters and user requirements; and capability to manifest
the characteristics of the Hong Kong Special Administrative Region," the
spokesman said. "The
Board was impressed by the efforts put into the submissions by the applicants
and the very high quality of the applications," he added. The
five prequalified applicants are (in alphabetical order): China
State - Hip Hing Joint Venture DRC
Tamar Joint Venture Gammon
Skanska Limited Hsin
Chong - Obayashi Joint Venture Paul
Y. - Shun On Joint Venture Four
out of the five prequalified applicants are joint ventures. The five prequalified
applicants comprise a total of 11 companies. "We
will invite the five prequalified applicants to tender for the design and build
contract for the Tamer Development Project in the second quarter of 2003,"
the spokesman said. The
construction work will commence in early 2004 for the project to complete in 2007.
The Tamer Development
Project covers the design and construction of a new Central Government Complex,
Legislative Council Complex, Exhibition Gallery, Civic Place, associated carparking
spaces and pedestrian footbridges at the Tamar site. Both
the prequalification and the subsequent tender exercises are covered by the Agreement
on Government Procurement of the World Trade Organisation.
2. Housing Authority Environmental Report Hong
Kong Government, 17 December 2002 The
following is issued on behalf of the Housing Authority: The
Hong Kong Housing Authority (HA) today (December 17) published its Environmental
Report for the year 2001/2002 - "Our Environment - A Shared Responsibility
". In recognizing
the importance of support and contributions from all the stakeholders of the HA
in environmental protection, the report outlines the HA's environmental performance
in the past year and future initiatives through their collective participation
and contribution. "Of
the 91 targets we set for 2001/2002 -- double the number of the year before -
83 have been fully met or substantially completed " said the Deputy Secretary
for Housing, Planning and Lands (Housing), Mr Marco Wu, who is also the Chairman
of the Housing Department's Environmental Committee. "As
the third annual environmental report of the Authority, it has also taken on board
the views and suggestions from readers on the previous two reports, including
making the report more concise," Mr Wu said. The
Environmental Report has been uploaded onto the Authority's homepage at http://www.housingauthority.gov.hk/
